D.C. is strict when the dog is at large. A bite behind a closed gate is a different legal problem, usually negligence or knowledge of viciousness.

Three years is the civil deadline. Claims involving a District agency (a police K-9, animal control) can require much faster written notice.

The at-large statute does not by itself cover every bite on the owner’s property.
