Maryland dog bite law
Maryland does not call itself strict liability, but a bite raises a presumption that the owner knew. The owner can try to rebut it.

Three years. At-large facts (a dog off the property) are their own statutory path. Report the bite to county animal control.
Exceptions insurers will mention
A bite creates a rebuttable presumption the owner knew the dog was dangerous. Separate rules when the dog is at large. Trespass, crime, provocation.
